Participating projects submitted materials and pre-recorded presentations for review and assessment by the Advisory Board. The 12 participating EU-funded projects include CYLCOMED, EDiHTA, ENTRUST, FLUTE, Gravitate-Health, IDERHA,MedSecurance, NEMECYS, ONCOVALUE, SHAIPED, TRUMPET and XiA.

The report's actionable insights are informed by a multi-phase collaborative process conducted by the Advisory Board, which is comprised of individuals from HIMSS, the European Commission, national health ministries, patient organisations, academia, health tech, and international organisations – including the Organisation for Economic Co-operation and Development.

The highly engaged Advisory Board contributed more than 160 recommendations. Among these contributions are 82 project-specific recommendations. Each of the 12 participating initiatives received its own tailored set of advisory inputs, reflecting a highly targeted and strategic review process.

The policy-facing and innovation-oriented report serves as a resource for the project consortia and for decision-makers, and it supports strategic positioning within European frameworks and global conversations on digital transformation and offers practical recommendations to enhance policy alignment, stakeholder engagement and long-term sustainability.

The projects operate at the intersection of technology, regulation and real-world care delivery, developing solutions to improve interoperability, strengthen cybersecurity, embed ethical AI, advance health technology assessment, support value-based care and promote patient empowerment.

The report highlights key lessons that can inform more coherent, responsive, and enduring project implementation across the EU.

The HIMSS European Projects Initiative 2025 also included the European Projects Pavilion and the Workshop on “Value Co-Creation in Healthcare: Enhancing Socio-Economic Outcomes” presented at HIMSS25 Europe.
