Harold F. Wolf III
President & CEO
Harold (Hal) Wolf is the president and CEO of HIMSS, a global advisor and thought leader supporting the transformation of the health ecosystem through information and technology.
Wolf is respected internationally as a healthcare and informatics leader, with areas of expertise in mHealth, product development, integrated care models, marketing, distribution, information and technology, and large-scale innovation implementation.
Before joining HIMSS, Wolf served at The Chartis Group as director, practice leader, information and digital health strategy. Prior to The Chartis Group, he served as senior vice president and COO of Kaiser Permanente’s The Permanente Federation, representing more than 16,000 physicians. Wolf also held executive positions at MTV Networks and Time Warner, and served as senior advisor to McKinsey & Co.

Elena Sini
Board Chair, CIO, GVM, Care and Research
Elena Sini is a CIO with 20 years of experience acquired among Italian top-tier public and private healthcare providers—such as the IRCCS Istituto Nazionale Tumori and Humanitas. Since 2019, Sini has served as Group CIO at GVM Care and Research—one of the Italian private leading healthcare groups running healthcare facilities throughout Italy and other European countries.
Sini is chair of the HIMSS Europe Governing Council and is the founder of the HIMSS Italian Community, as well as a committee member.
During the course of her career, Sini has been involved in various committees established by national and regional healthcare bodies. Recently she was appointed by the European Union Agency for Cybersecurity to provide advice to the drafting of European Union cyber guidelines for the healthcare sector.
Sini has been working as an adjunct professor since 2003. She also is a guest lecturer at the most prominent Italian Universities. Additionally, Sini is co-author of several publications in peer-reviewed journals and has been awarded for implementing digital innovation projects in healthcare in Italy and by European bodies.
Prior to joining health IT, Sini held research roles in the media and television broadcasting industry with the RAI Research Centre and Canal+ Group.
She holds a master’s degree in telecommunications engineering from the University of Pisa. She completed post-graduate courses at the MIP -School of Management - Politecnico di Milano.

Mark Sugrue, MSN, RN-BC, FHIMSS
Board Vice Chair, Senior Director, Healthcare Industry Group, Alvarez & Marsal
Mark Sugrue is a Senior Director in Alvarez & Marsal’s(A&M) Health Systems practice in Boston. An internationally recognized leader in health information technology, he has over 30 years of experience in nursing, healthcare operations, and management consulting.
Before joining A&M, Sugrue was a Managing Director at FTI Consulting, where he guided clients through strategy, adoption, and optimization of innovative technologies. He led major transformation efforts, including Epic EHR optimization, enterprise performance improvement, contact center redesign, M&A integration, emergency department throughput, and care model innovation.
Sugrue has served as Chief Nursing Information Officer and Associate Chief Nursing Officer for Professional Practice. At UMass Memorial Medical Center and Lahey Hospital and Medical Center, he led successful Epic implementations—both organizations earned HIMSS Stage 7 recognition under his leadership. His consulting background includes roles at PricewaterhouseCoopers, KPMG/BearingPoint, and Arthur Andersen.
In 2020, he received a Citation for Outstanding Performance from the Commonwealth of Massachusetts for his leadership in the emergency COVID-19 response at the Holyoke Soldiers’ Home.
Sugrue holds an MS in Nursing Leadership and a BSN from Regis College, as well as a BS in Biology and Psychology from the University of Massachusetts, Boston. He currently serves the Vice Chair on the HIMSS Board of Directors.

Hal Baker, MD
Board Member, Former Senior Vice President and Chief Digital and Chief Information Officer at WellSpan Health
R. Hal Baker, MD most recently served as Senior Vice President and Chief Digital and Chief Information Officer at WellSpan Health from 2020 to 2025, where he focused on the creation of WellSpan’s Analytics Center of Excellence and the WellSpan Innovation Center. In this role, he also oversaw information technology, medical informatics, cybersecurity, digital services, and biomedical functions.
Since 2005, Dr. Baker has championed WellSpan’s efforts to leverage technology in support of patient safety, clinical excellence, and improved patient experiences. A vocal advocate for Open Notes and instant access to health records, he led the development of patient portals designed to give individuals immediate control over their own health data. Under his leadership, WellSpan achieved HIMSS Stage 7 recognition across both Cerner and Epic EHR platforms.
From 2013 to 2020, Dr. Baker served as WellSpan’s Senior Vice President, Clinical Improvement, where he advanced patient safety initiatives and strengthened collaboration between clinicians and technology teams. His leadership contributed to nation-leading survival rates in sepsis care, culminating in WellSpan’s receipt of the 2019 John M. Eisenberg Patient Safety and Quality Award.
Dr. Baker has held committee leadership roles with the American College of Physicians and served on the HIMSS Board of Directors from 2016 to 2021. In 2022, he was named HIMSS Physician Executive of the Year, and in 2021, received the Philadelphia ORBIE Award as Chief Information Officer of the Year in Healthcare. He frequently presents at national and international forums on clinical leadership in information services and the patient-centered design of healthcare technology.
Dr. Baker joined WellSpan York Hospital in 1995 as Associate Program Director of the Internal Medicine Residency Program and later served as Lead Physician at Apple Hill Internal Medicine, where he continues to practice primary care within the WellSpan Medical Group.
He holds a bachelor’s degree in biology and a medical degree from Cornell University. He completed his internal medicine residency at the Hospital of the University of Pennsylvania and a general internal medicine fellowship at The Johns Hopkins Hospital.

Ran D Balicer, MD, PhD, MPH
Board Member, Deputy-DG, Chief Innovation Officer, Clalit Health Services, Israel
Prof. Ran Balicer is a physician-scientist and healthcare executive serving as Deputy Director-General and Chief Innovation Officer at Clalit Health Services, Israel’s largest healthcare organization, which provides care to over half the country’s population. He is also the Founding Director of the Clalit Research Institute, a WHO Collaborating Center on Non-Communicable Diseases Research, Prevention, and Control. In these roles, he leads strategic planning and the large-scale implementation of AI-driven and data-informed healthcare solutions.
Prof. Balicer is a Public Health Professor and Track Director of the MPH Program at the Ben-Gurion University School of Public Health. He also directs Israel’s first and only physician residency program that combines public health and data science. Additionally, he serves as Co-Chair of the Ivan and Francesca Berkowitz Family Living Laboratory at Harvard Medical School and the Clalit Research Institute. Throughout his academic career, he has mentored numerous emerging scholars and authored over 250 scientific publications, books, and book chapters.
From 2020 to 2023, Prof. Balicer served as Chair of Israel’s National COVID-19 Experts Team, advising the Israeli government and Prime Minister on national pandemic response strategy. He led several globally recognized, real-world studies on COVID-19 risk stratification, mitigation, and vaccine effectiveness and safety.
Prof. Balicer currently serves on the HIMSS Board of Directors and holds multiple national and international leadership roles including Chair of the Israeli Society for Quality in Healthcare and Advisor to the World Health Organization, with a focus on AI and data science in integrated care. He has also contributed to global AI governance through roles with the UN Secretary-General’s High-Level Advisory Body on Artificial Intelligence, the 3IA/AI Cluster International Advisory Board to the French government, and the WHO Europe Technical Advisory Group on Innovation.

Susan Heichert, RN, MA, FHIMSS
Board Member, President, The Cedar Isles Organization, LLC, Vice Chair
Susan Heichert is the former Chief Information Officer at Allina Health and is currently consulting on information technology strategy and leadership as President of the Cedar Isles Organization, LLC. After earning a B.S. in Nursing from the University of Maryland at Baltimore, she began her professional career in pediatrics/NICU nursing, practicing in Texas and Minnesota. Her M.A. is from the University of Minnesota. Previous positions include work with an IT startup company, developing and implementing an early bedside nursing application, Director of Nursing Informatics at St. John’s Health System in Detroit, consulting, and at Children’s Minnesota as part of the Cerner implementation.
Heichert was part of the team that implemented Epic at Allina Health, an initiative that earned Allina the 2007 HIMSS Davies Organizational Award. She moved into the CIO role, responsible for information technology, health information management, clinical engineering, and informatics. She has served in other interim leadership roles including VP for Care Management and SVP HR/CHRO.
Heichert is a HIMSS fellow who has been active with the HIMSS Minnesota Chapter and a key contributor to the global HIMSS organization since the 1990s, serving in a variety of positions and on numerous committees as well as providing her expertise through HIMSS publications. Additionally, she is a member of CHIME, serving on various CHIME committees. She was appointed to the Minnesota State e-Health committee and served until 2016.
Heichert has been recognized as a Minnesota Top 10 CIO of the Year by the Minneapolis Business Journal, Top 10 Women Powerhouses in Health IT and Top Women Dynamos in Health IT by HealthCare IT News, among other awards. She has served as a Community Faculty member for Metropolitan State University (St. Paul, MN) and on the board of Senior Community Services, as well as volunteering with a variety of community groups.

Donna Henderson
Board Member, Head of International Engagement, Digital Health & Care Directorate, Scottish Government
Donna Henderson leads the Scottish Government’s International Engagement Team for Digital Health and Care as the Head of International Engagement. The team’s objectives are to enhance Scotland's reputation as a leader in digital health and care, facilitate knowledge exchange between countries and regions, and promote economic opportunities for Scotland.
Henderson has coordinated Scottish involvement in European-funded digital health research and innovation projects since 2012, including leading one of the largest telehealth research projects of its time United4Health; as well as the SCIROCCO and SCIROCCO Exchange projects, which developed and scaled a maturity assessment tool to help regions evaluate their readiness for adopting integrated care. Currently, she is leading development of knowledge management and exchange activities on behalf of the European Partnership on Transforming Health and Care Systems, supporting collaboration and learning across Europe.
She has held several key European roles, serving as Chair of the European Innovation Partnership on Active and Healthy Ageing Action Group on Integrated Care (2015 - 2018) and President of the European Health Telematics Association (2021 - 2025). She is currently on the Board of Directors of the European Reference Sites Collaborative Network and is Chair of WHO Europe's Strategic Partners Initiative on Data and Digital Health’s Group on Virtual Care and Prevention in the Home.
Henderson is a long-term supporter of HIMSS, having chaired the former EMEA Telehealth Community (now the EMEA Virtual Care Community) and served on the Digital Health Advisory Group (DHAGE) for Europe. She was proud to be recognized by HIMSS as a Future50 Class of 2021 Government Leader and was delighted to join the HIMSS Board of Directors in 2022.

Rowland Illing
Board Member, Chief Medical Officer and Director of Global Healthcare and Life Sciences for Amazon Web Services
Dr. Rowland Illing serves as Chief Medical Officer and Director of Global Healthcare and Life Sciences for Amazon Web Services (AWS). In this role, he oversees strategy and engagement for healthcare and life sciences customers worldwide, encompassing providers, payors, and health technology companies. His work centers on leveraging technologies such as artificial intelligence to drive innovation in health equity and sustainability, while also enabling healthcare organizations to optimize data utilization for improved efficiency and patient outcomes.
An academic interventional radiologist by training, Dr. Illing was previously Director of the Interventional Oncology Service at University College Hospitals London. He holds positions as Honorary Associate Professor at University College London and Visiting Professor of Informatics and Imaging at Oxford University. His professional affiliations include membership in the Royal College of Surgeons of England, fellowship in the Royal College of Radiologists, senior fellowship in the UK’s Faculty of Medical Leadership and Management, and membership in the Leadership Consortium of the US National Academy of Medicine. Dr. Illing maintains an active presence in academia through ongoing presentations and publications in the field.

Ernst Kuipers
Board Member, Former Minister of Health, Welfare & Sport, The Netherlands
Ernst Kuipers has extensive experience in healthcare, medical research, and government as clinician, healthcare executive, and Minister of Health, Welfare and Sport of the Netherlands. He currently serves as Vice President of Research for Nanyang Technological University in Singapore.
He is a member of the WHO Pan-European Commission on Climate and Health as well as the WHO-UN Global Leaders Group on Antimicrobial Resistance. He chairs the Supervisory Board for the Technology University Delft and is a member of the Board of ICHOM.
As the Netherlands’ Health Minister from 2022 to 2024, Prof. Kuipers led the country’s plan to improve pandemic and disaster preparedness during the COVID-19 pandemic. He also focused on a broad integrated care agenda and nationwide healthcare system reform to keep healthcare sustainable and affordable. To support this process, Prof. Kuipers, among others, passed a law on electronic health data exchange. He further closed a Green Deal with the healthcare sector to increase its resilience and reduce its ecological footprint.
Before becoming Minister, Prof. Kuipers long served Erasmus MC University Medical Center in Rotterdam, the Netherlands as CEO and earlier as Professor of Medicine and Department Chair. As CEO, he led the transformation to a new smart hospital that forms part of the European University Hospital Alliance. Prof. Kuipers was also a member of the Governing Board of the National University Health System in Singapore and a member of the Board of Curacao Medical Center. He also served as chair of the Dutch National Emergency Medicine Network, which played a crucial role during the COVID-19 pandemic. Prof. Kuipers earned a medical degree and completed training in Internal Medicine and Gastroenterology in the Netherlands. He subsequently worked at Vanderbilt University Medical Center, Nashville, TN, before joining Erasmus MC.

Barry Levine
Board Member, Principal & Founder, BJL Advisors
Barry Levine brings more than 35 years of leadership experience to HIMSS as a Board Director and Chair of the Finance Committee. He is widely recognized for successfully revitalizing both public and private companies through a range of C-suite and consulting roles.
He is the Principal and Founder of BJL Advisors, a business advisory firm that partners with clients to drive financial, operational, and organizational improvement; strategic planning and execution; mergers and acquisitions; and equity and debt financing.
Recently, Levine served as HIMSS’s interim Chief Financial Officer, guiding the organization through a period of significant transformation and forging a new landmark partnership with Informa Markets for the HIMSS Annual Global Conference and Exhibition.
His healthcare sector experience includes advising companies such as PacifiCare Health Systems, Inc. (now part of UnitedHealthcare, Inc.) and American Medical Response, Inc., a leading provider of pre-hospital emergency medical services and medical transportation services in the United States. Earlier in his career, Barry was the CEO of a privately held company delivering enterprise-level software applications to the insurance industry, including healthcare.
Levine began his career at a leading Wall Street law firm where he focused on mergers and acquisitions, equity and debt financing, and corporate restructurings. He earned a bachelor's degree in finance and accounting from Lehigh University and a law degree from The George Washington University Law School. Levine lives in Denver, Colorado with his wife and their black lab. He enjoys visiting his two adult children, who live on opposite coasts of the United States.

Sumit Nagpal
Board Member, Chair and CEO, Founder, Cherish
Sumit Kumar Nagpal is a serial entrepreneur focused on digital health innovation at scale. He has co-founded and grown five companies over the past three decades that have tackled progressively bolder challenges facing our healthcare economies. All his work features common themes — a big, bold vision that helps us imagine a better world; moonshot technology innovation that disrupts how things have been to create how they can be; complexity designed out of user experiences to blend into people’s daily lives so we can get on with ours; and business models that make such change practical —themes he has honed since working with Steve Jobs and NeXT in the early 1990s.
Nagpal is now Chair and CEO, and the founder of Cherish, an organization committed to developing intelligent radar-based sensor platforms that revolutionize health and safety monitoring wherever people live, work, or play. The company’s patented spatial computing technology works ambiently without changing how people live and by prioritizing their privacy. Cherish detects emergencies and health and safety risks to bring people timely help so they and their loved ones may live better with more independence, safety, and peace of mind.
Nagpal serves on the HIMSS Board of Directors and is Chair of the HIMSS Nominating Committee. He is a lifelong learner and is sought after for his expertise and unstoppable energy as a visionary serial entrepreneur, bold strategist, innovative technologist, and courageous change agent.

Meong Hi Son
Board Member, Chief Medical Information Officer, Samsung Medical Center
Dr. Meong Hi Son is Chief Medical Information Officer and Associate Professor in the Department of Emergency Medicine at Samsung Medical Center, South Korea. With 20 years of clinical experience, she is a pediatrician trained in hemato-oncology and pediatric emergency medicine, and served as a board director in establishing Korea’s first national specialty examination in pediatric emergency medicine.
She also serves as Education Director of the Korean Medical Metaverse Society, where she leads efforts to broaden participation in digital transformation across disciplines. Actively engaged in nationally funded research programs, Dr. Son advances innovation in digital health, extended reality, and social robotics.
At Samsung Medical Center, Dr. Son has contributed to five different HIMSS Maturity Model validations, bringing practical frontline insights to the digital transformation journey. Internationally, she is recognized as an effective communicator across diverse professional groups, bridging clinicians and technologists to ensure that innovation translates into safe, accessible, and human-centered digital care.

Benedict Tan
Board Member, Group Chief Digital Strategy Officer and Chief Data Officer for Singapore Health Services
Mr. Benedict Tan is the Group Chief Digital Strategy Officer (GCDSO) and Chief Data Officer (CDO) for Singapore Health Services (SingHealth), the nation’s largest multidisciplinary and integrated care network comprised of four hospitals, five National Specialty Centers, and ten Polyclinics.
As GCDSO, Tan leads SingHealth’s digital strategy and roadmap to enhance the digital experience for both patients and staff. His portfolio includes IT delivery and support, cybersecurity, analytics, data management, and data governance. As CDO, he promotes the secure and effective use of data to support SingHealth’s digital transformation.
With more than 30 years of experience in the healthcare IT industry, Tan has held roles across both public and private sectors, including the Ministry of Health, National Computer Board and SAP. His career has spanned project management, business development, product management, and implementation consulting. He has led several large-scale IT and process reengineering projects, including the Civil Service Medical Claims Reengineering initiative, SGH Bed Management, and SingHealth’s Electronic Medical Records (EMR). He has also directed IT enablement for Academia, National Heart Centre Singapore, and multiple polyclinics.
Tan brings his health tech expertise to the broader community, serving on the HIMSS Board of Directors, and supporting innovative enterprise growth as an industry advisor to SG Growth Capital and to NTT APAC.
In recognition of his outstanding contributions to SingHealth, Tan was conferred the Public Administration Medal (Bronze) at the 2025 National Day Awards.
