    House Reconciliation Bill Overview, June 2025

    Budget reconciliation is a process used by the U.S. Congress to pass certain budget-related provisions with a simple majority vote in both the House of Representatives and Senate, bypassing a Senate filibuster. It is a tool used to implement key parts of the President’s domestic policy agenda when a political party controls both the House and Senate, and the White House. The reconciliation legislation is specific to changes in federal spending, revenues, and/or the debt limit and is limited to changes lasting for a 10-year window. Identical language must be passed by the House and the Senate before it can be sent to the President for his signature.

    The telemedicine initiative at Cityhälsan Centrum, Primary Care Center in Norrköping, Sweden, is centered on Remote Patient Monitoring (RPM) for patients with heart failure. The Digital Heart Failure Clinic was a program implemented to reduce hospitalization in congestive heart failure patients. Its objectives included enhancing patient engagement, improving clinical outcomes and optimizing healthcare resource utilization. This program enables patients to track key health parameters from their homes, allowing medical professionals to intervene proactively when necessary.

    Bridging the EHR Certification Divide: Vendor Voices from the LTPAC Frontline

    The Assistant Secretary for Technology Policy/Office of the National Coordinator (ASTP/ONC) Electronic Health Record Certification Program was originally established under the HITECH Act to support federal EHR incentive programs by providing assurance to purchasers and users that health IT systems offered the technological capabilities, functionality and security necessary to meet the meaningful use criteria set for each program phase. The intention was to foster widespread confidence in certified EHR systems as tools for achieving national healthcare quality and interoperability goals. However, some stakeholders were excluded from the initial HITECH Act funding and, even today, do not receive incentives to offset the costs of meeting these compliance requirements.

    Policy Briefing on the European Health Data Space (EHDS)

    This briefing note consists of two pages drafted in May 2024. It is based on the political agreement reached by the European Parliament and Council in spring 2024. The EHDS Regulation is expected to be formally adopted in mid 2024 and enter into force in the fall of 2024. Once it has entered into force, it will be gradually implemented in the EU Member States. The first elements are due to be operational by fall 2026, with full implementation extending over a 10 year timeline.

    Transforming Colorectal Cancer Screening: Leveraging Technology and Workflow Optimization to Drive Higher Detection Rates

    Evara Health, one of the largest Federally Qualified Health Centers (FQHCs) in Florida, serves nearly 70,000 patients across 19 clinical sites in Pinellas County. Like many U.S. health systems, Evara Health experienced a decline in colorectal cancer (CRC) screening rates during the COVID-19 pandemic, dropping to just 29% in 2020. Initial efforts to close the gap included mailing fecal immunochemical tests (FITs) to patients; however, screening rates remained low, reaching only 33% by 2022.

    A Primer for Evaluating Health Information Exchange in Long-Term and Post-Acute Care

    Receiving a new resident without the necessary care information can have serious outcomes for resident care as well as facility reimbursement. According to a report published by the Office of the National Coordinator for Health IT (ASTP/ONC)1, only 42% of hospitals reported that they send summary of care documents to most or all external hospitals, and 38% reported that they send that information to most or all external ambulatory care providers. However, only 27% of hospitals that were routinely interoperable across all domains (defined as the ability to send, receive, find and integrate health information) sent electronic summary of care records to external long-term post-acute care (LTPAC) health providers.

It is a tool used to implement key parts of the President’s domestic policy agenda when a political party controls both the House and Senate, and the White House. The reconciliation legislation is specific to changes in federal spending, revenues, and/or the debt limit and is limited to changes lasting for a 10-year window. Identical language must be passed by the House and the Senate before it can be sent to the President for his signature.

    Longitudinal Care Management for Improved Chronic Disease Outcomes Corewell Health

    Chronic disease management is a key opportunity for all health care systems interested in valuebased care success. Patients with uncontrolled diabetes are at increased risk of poor clinical outcomes, which are compounded when other chronic conditions, such as hypertension, also exist. Many of these patients are unequipped to self-manage and have trouble establishing health behavior goals that may help bring their diabetes under better control. Care managers embedded in primary care settings have a unique opportunity to partner with patients to create space for an honest dialogue about the barriers and challenges impeding their ability to achieve optimal health. Adopting the Scaled Agile Framework for Enterprises (SAFe®), Corewell Health developed crossfunctional teams comprised of individuals from operations and digital services that quickly adapted to changes, new insights and information, embodying transparency, alignment, respect for people and continuous improvement. These teams aligned around a common purpose, vision and understanding focused on the problem first, and then allowed the best solution to emerge through iterative end-user feedback and person-centric development. With this new collaborative agile approach, the teams were able to maintain continuous delivery of viable, desirable, feasible and sustainable innovative solutions to address these health opportunities.

    High Risk Underserved Clinic – Improved Outcomes Corewell Health

    Corewell Health is a large integrated health system within Michigan composed of three regions: Corewell Health in Southeast Michigan (previously Beaumont Health System), Corewell Health in Southwest Michigan (previously Lakeland Health System) and Corewell Health in West Michigan (previously Spectrum Health). In addition, Corewell Health has an integrated payer, Priority Health, that covers 1.3 million lives. In 2019, Corewell Health in West Michigan undertook a transformation to value-based care, with a goal to have 52% of all revenue in risk arrangements by 2026, including a fullrisk arrangement with Priority Health as part of that goal. This $900 million risk arrangement included Medicaid, Medicare and commercial market segments. Corewell Health in West Michigan focus for redesign started in primary care.

    Reducing Readmission Risk Through Whole-Person Design Corewell Health

    Corewell Health is a $15 billion not-for-profit health care system that serves three geographical regions with 300+ ambulatory locations and 5,000+ licensed beds across 21 hospitals. Corewell Health also includes Priority Health, a provider-sponsored health plan serving more than 1.3M members across the state of Michigan. National averages show that within 30 days of a hospital discharge, approximately 20% of patients are readmitted to the hospital and 27% of those readmissions are for a reason that was considered preventable with proper management. On average, this costs the US health care system around $17B per year. 1,2,3 In early 2021, Corewell Health in West Michigan embarked on an outcome improvement journey to reduce hospital readmissions for patients with both public health care insurance that qualified for the Centers for Medicare & Medicaid Services Hospital Readmission Reduction Program (CMMS HRRP) and privately funded value-based contract arrangements.

    Deep Learning-Based Application for Pressure Injury Management: Samsung Medical Center

    Pressure injuries (PIs) are localized damage to the skin and underlying soft tissue, often occurring over bony prominences or in association with medical devices. PIs are classified into six stages (Stages 1-4, Unstageable, and Deep Tissue Injury) based on the depth and type of affected tissue. PIs can lead to negative outcomes such as prolonged hospital stays, increased medical costs, and delayed recovery, thus worsening patient prognosis. Therefore, the incidence and prevalence of PIs are critical indicators used to evaluate the quality of healthcare institutions. Various scales are used to assess the prevention and treatment of PIs, with the Pressure Ulcers Scale for Healing (PUSH) Tool and the Bates-Jensen Wound Assessment Tool (BWAT) being the most widely used. (Gunes, U. Y., 2009. A Prospective Study Evaluating the Pressure Ulcers Scale for Healing [PUSH Tool] to Assess Stage II, Stage III, and Stage IV PIs. Ostomy/Wound Management, 55(5), 48). Utilizing these tools is crucial for evaluating the effectiveness of PI-prevention interventions implemented by nurses. At Samsung Medical Center (SMC), the PUSH score is used to assess PI status, progression, and deterioration.

    Smart Hospital Innovation with Intelligent Logistics Model: Samsung Medical Center

    The current evaluation criteria for the Davies Award focus primarily on direct clinical outcomes achieved through services provided to patients. However, we propose to introduce a novel evaluation of indirect medical services within the emerging field of medical logistics. Medical logistics plays a crucial supporting role behind direct clinical services and is a key factor affecting personnel and resources. Though challenging to evaluate in terms of direct patient outcomes, logistical tasks can detract from the time healthcare providers spend on patient care. A recent survey of registered nurses in the United States identified time wasted on non-patient care activities, such as restocking supplies, as a major factor negatively impacting bedside care. Improving hospital inventory management can reduce logistics costs and the workload of healthcare staff, thereby improving the quality of patient care. The global healthcare crisis posed by COVID-19 has led to resource burnout despite the dedicated efforts of caregivers. HIMSS has shown increasing interest in addressing medical-resource burnout, with a growing global demand to support caregivers. Various efforts are being undertaken to quantitatively measure caregiver burnout. HIMSS must propose new evaluation metrics to address this issue to enable more advanced IT-based medical services. Implementing an evaluation system for background services like logistics, as demonstrated in our case study, will be instrumental in reducing caregiver burnout and enhancing the quality of healthcare services.

    DOCC (Data-based Operation & Communication Center) Surgery PAN (Data Delivery Tool): Samsung Medical Center

    In tertiary general hospitals, where many surgical departments are located, the wait time for patients requiring surgery may be extended due to the limited number of operating rooms. Solving this issue of wait times for surgery can be addressed not only by physically increasing the number of operating rooms but also by finding ways to use the available rooms more efficiently. We have made efforts to establish and extend a culture of sharing operating rooms so that rooms assigned to a specific surgeon, but unused—such as when the surgeon is away for an academic conference—can be used by another surgeon. When it was recognized that a specific operating room (e.g., one normally used for endocrine surgery) would be empty, computerized scheduling was used to systematically open that operating room to the same medical division (e.g., Endocrine Surgery) four weeks in advance, the same medical department (e.g., General Surgery) two weeks in advance, and other medical departments (e.g., Urology) one week in advance.

    AI-assisted Assessment of Ankylosing Spondylitis: Taichung Veterans General Hospital

    Ankylosing spondylitis (AS) is a chronic rheumatic disease causing inflammation and ankylosis of the spine, limiting movement and quality of life. Disease assessment includes disease activity, measured by Ankylosing Spondylitis Disease Activity Score (ASDAS), and chronic spinal damage, estimated by modified stoke ankylosing spondylitis spinal score (mSASSS) using radiographic images of cervical spine and lumbar spine. ASDAS predicts future spinal adhesions, making it a crucial treatment target. Taichung Veterans General Hospital (TCVGH) has developed a patented electronic medical record management system which integrates patient reported outcomes assessed by smartphone using the TCVGH-developed app and laboratory tests to automatically calculate ASDAS. We also used deep learning to develop an AI-assisted scoring of mSASSS. This technology enables a convenient and quick mSASSS scoring, enhancing patient tracking and treatment planning.

    Smart Critical Care: Taichung Veterans General Hospital

    Critical care medicine is one of the crucial disciplines in the modern healthcare system. It is even more apparent when we face the global challenges of the COVID-19 pandemic. To improve the quality of care and alleviate the heavy workload of healthcare professionals in intensive care units, we tried to apply intelligence technology in our daily clinical practices. By adopting 4C strategies (Connection, Collection, Clearing, and Computation), we have developed a series of prediction models of common and essential critical illnesses by artificial intelligence, including acute respiratory distress syndrome (ARDS), acute kidney injury (AKI), bacteremia, and discharge outcomes. We integrated these prediction models into several dashboards to facilitate clinical decisions and disease management.

    Glycemic Management System of Tcvgh: Taichung Veterans General Hospital

    Inadequate glycemic control in hospitalized patients with diabetes is associated with increased healthcare costs, higher complication rates, and worsened clinical outcomes. Improved glycemic management for hospitalized diabetic patients has been shown to significantly reduce healthcare expenditures and enhance clinical outcomes. In response to this challenge, we developed a dynamic dashboard integrated with a remote management system and assessed its impact on inpatient glycemic control. This program tackled the issue by leveraging technological innovations and process improvements to optimize glycemic management. A dynamic, electronic medical record (EMR)-based dashboard and a virtual glucose management service were implemented to provide real-time analysis and continuous monitoring of glucose levels across the patient population. Key process enhancements included the integration of point-of-care (POC) testing data directly into the EMR, facilitating automated daily updates on patient glucose levels. Furthermore, endocrinologists delivered virtual glycemic management recommendations to ensure timely and effective interventions.

    Revolutionizing Sepsis Management: Ochsner’s Early Detection, Intervention, and Digital Surveillance Approach Ochsner Health System

    Using a collaborative approach paired with the Epic Sepsis Predictive Model and virtual nursing support: In 2023, we reduced our primary sepsis RAMI by nearly 20%, saving 112 additional lives, when compared to 2022. Improvement occurred at 23 of our 28 tracked sites. We also reduced our hospital-acquired sepsis RAMI from 3.26 to 2.89, saving 40 additional lives when compared to 2022. Improvement occurred at 24 of our 28 tracked sites. More broadly, when looking at quarterly performance for the last two years, primary sepsis RAMI went from 1.12 in Q1 of 2022 to 0.81 in Q4 of 2023, a 28% reduction from start to latest cycle.

    Ochsner Health: Digital Medicine Hypertension Program

    Louisiana consistently ranks near the bottom in national healthcare, placing 46th, with a significant portion of its population facing health disparities compared to other states. In 2022, approximately 40% of Louisiana’s population had hypertension. Hypertension is a risk factor for a wide variety of diseases, including heart disease, cerebrovascular disease, kidney disease, and internal bleeding (aneurysm), among others. Ochsner Health (Ochsner), a prominent nonprofit, academic, multi-specialty, integrated healthcare system in the region, decided to tackle this challenge through innovative digital health solutions. Ochsner developed and scaled a digital solution for cardiometabolic chronic disease management, Digital Medicine, which has served over 50,000 enrollees to date across all treated conditions. The Digital Medicine program, which launched in 2015 as a hypertensionfocused solution, offers personalized care for managing high blood pressure remotely using a Bluetooth-enabled blood pressure cuff and a specialized Digital Medicine care team.

    Ochsner Health: Digital Medicine Diabetes Program

    Diabetes affects 10.5% of the U.S. population, with Louisiana experiencing a higher prevalence rate of 14.2%, equating to approximately 500,791 adults. Patients with diabetes face severe complications including heart disease, stroke, amputation, end-stage kidney disease, blindness, and death. These risks increase if the patient’s diabetes is uncontrolled. Depending on patient factors, the American Diabetes Association recommends an A1c goal of less than 7.0% or less than 8.0% for patients with Type 2 diabetes.

    Leveraging Digital Nursing for the Future

    The 2024 HIMSS European Health Conference and Exhibition showcased the latest solutions and experiences in digital and informatics nursing. It was a landmark event for the European digital health community, bringing together approximately 2,500 healthcare executives, practitioners and professionals from 84 different countries at the iconic Centro Congressi La Nuvola in Rome. The conference highlighted the invaluable contribution of nurses to digital health transformation and the importance of ensuring their inclusion at all stages of digital innovation.  The nursing agenda was supported by members of the HIMSS European Nursing Informatics Community and the Italian Nurses Association, featuring some of the most inspiring names in the European nursing world, including a compelling keynote panel with Professor Pam Cipriano, president of the International Council of Nurses; Christine Antorini, nursing student and former Minister of Education in Denmark; and Mark Sugrue, RN, member of the HIMSS Board.

    Speech Recognition Technology for Increasing Nursing Documentation Efficiency

    Speech Recognition Technology (SRT) has increased in prevalence as a solution for providers to improve their documentation efficiency. Because nursing documentation consists primarily of discrete data entry into flowsheets, SRT has not been widely implemented for nurses (Blackley et al., 2019). Nursing documentation, especially in flowsheets, is time consuming. Acute care nurses spend 19% to 35% of a 12-hour shift documenting in flowsheets (Collins et al., 2018).
